The improvement which has been noted in recent years with
regard to the results of the analysis of milk is also found in the
condition of premises in the Borough in which milk is sold or
stored. These have all been brought up to a satisfactory sanitary
standard.
Preservatives in Food.
The provisions of the Public Health (Preservatives, etc., in
Food) Regulations are referred to in the Annual Report for the year
1928.
All samples submitted to the Public Analyst are examined for
the presence of preservatives and during 1932 contraventions of
the Regulations were reported in the case of 4 samples of dried
fruits and 14 of desiccated soup, which are referred to on pp. 90, 91.
Preserved Food Premises.
The London County Council (General Powers) Act, 1932,
which came into force on 12th July, provides that premises used
for the preparation or manufacture of sausages or potted, pressed,
pickled or preserved meat, fish or other food intended for sale shall
be registered with the Sanitary Authority, and power is given to
the Authority to refuse to register any premises, or to remove from
the Register any premises already included, if the Authority are
satisfied that such premises are unsuitable for the purpose. The
occupier is given the right of appeal. In the case of meat or fish
the word "preserved" includes preparation by any process of
cooking. The requirement, however, does not apply to premises
used as a club, hotel or restaurant.
Circular letters were addressed to the occupiers of all premises
in the Borough used for the preparation or manufacture of preserved
foods, and 156 applications for the registration of such premises
were received during the year. Of these, 86 applications were
granted and 70 were provisionally granted subject, where required,
to the execution of certain requirements of the Sanitary Authority.
Export of Food.
On the suggestion of the Ministry of Health the Borough Council
appointed the Medical Officer of Health to act as Certifying Officer
in connection with the exportation of meat food products manufactured
in Battersea to the Dominion of Canada.
Agricultural Produce (Grading and Marking) Act, 1928.
During 1932 five additional Orders were made by the Ministry
of Agriculture and Fisheries dealing respectively with the grading
and marking of:—
Bottled Fruits. Honey.
Bottled Vegetables. Plums.
Malt Flour and Malt Extract.
No legal action was found necessary during the year under
review in regard to the various Orders made under the Act.
