The by-law provides that the emission of smoke from buildings
other than private dwelling houses for a period of 3 minutes (or
2 minutes after 5 years from the date of the confirmation of the
by-law) during a period of 30 minutes shall be deemed to be a
nuisance liable to be dealt with summarily.
Effluvium, &c., Nuisances.
No legal action was found necessary during the year with regard
to nuisance from effluvium.
Removal of Offensive Matter.
The by-laws of the London County Council with regard to
the removal of offensive matter are enforced by the Sanitary
Inspectorial Staff. During the year two cases of contravention
of the by-laws were reported, and the Committee in each case
ordered the offender to be cautioned.
Water Supply.
During 1932 certificates of water supply in respect of 92 houses
were issued in accordance with Section 48 of the Public Health
(London) Act, 1891.
In 18 cases additional water supply was provided to the upper
floors of tenement houses, where required by the Borough Council
under the provisions of Section 78 of the London County Council
(General Powers) Act, 1907, and Section 48 of the Public Health
(London) Act, 1891.
