Water closets were provided in 57 cases and existing closets
repaired in 713 cases.
The total number of drains relaid during the year was 182.
Those cleansed and repaired numbered 441.
Houses Let in Separate Tenements.
By-laws with regard to houses let in separate tenements were
made by the London County Council in 1925 under the provisions
of the Housing Act, 1925.
Additional by-laws dated 24th February, 1931, were made by
the London County Council during the year, the effect of which
was to bring into operation in regard to houses already decontrolled,
and to others as they become decontrolled, certain provisions in
the principal by-laws (e.g., minimum air space in bedrooms, provision
of sanitary accommodation, &c.) which were not to come into
force until the Rent Restrictions Acts expired.
These by-laws, so far as they are applicable, are being enforced
by the Council.
There are 62 premises in Battersea registered as houses let in
separate tenements and 258 inspections of these premises were made
in 1931.
Sanitary Conveniences attached to Licensed Premises.
During 1931 the number of public-house urinals under inspection
was 118. In 76 instances the accommodation is accessible to
the general public as well as the users of the houses, and in 42 cases
the accommodation is accessible to the customers only. As a result
of the annual inspection of these conveniences, 14 notices were
served to remedy defects discovered, and were duly complied
with.
During the year the Committee were successful in securing the
reconstruction or adaptation of the sanitary accommodation at
nine of these premises to meet modern sanitary requirements.
In those cases where conveniences are available only to the users
of the licensed premises, the Department have endeavoured, whereever
an external entrance was available, to arrange for access to
be afforded to the general public, and their efforts have been
successful in a number of instances.
Smoke Nuisances.
During the year 24 observations were made and 1 complaint
received. Fourteen preliminary and four statutory notices were
served by the Council under the provisions of the Public Health
(Smoke Abatement) Act, 1926, to abate smoke nuisances.
A by-law made by the London County Council under section 2
of the Public Health (Smoke Abatement) Act, 1926, came into
force on 19th May, 1931.
The by-law provides that the emission of smoke from buildings
other than private dwelling houses for a period of 3 minutes (or
2 minutes after 5 years from the date of the confirmation of the
by-law) during a period of 30 minutes shall be deemed to be a
nuisance liable to be dealt with summarily.
