The drains of the following premises, being combined drains
for the maintenance of any part of which liability was recognised
by the Council, were repaired or reconstructed during 1928 at the
cost of the Council:—
Nos. 1 & 3 Park Road, St. Johns Hill; No. 35 Plough Road;
Nos. 14 & 15 Parkham Street; Nos. 46 & 48 Gwynne Road;
Nos. 2, 4 & 6 Stockdale Road; Nos. 47, 48 & 49 Havelock Terrace;
Nos. 2 & 4 Basnett Road.
The expenditure incurred by the Council under this head
amounted to £236 0s. 6d., towards which a contribution of £20
was made by the owner of Nos. 2 & 4 Basnett Road.
During the year the law relating to combined drains was
amended by the passing of the London County Council (General
Powers) Act, 1928, Sec. 32 of which provides that a drain for
draining any group of houses by a combined operation shall not
become a sewer within the meaning of the definition contained in
the Metropolis Management Act, 1855, by reason only of the fact
that the drainage of premises not included in the Order relating
to such combined operation are connected with such drain, and
any such additional drainage shall be deemed to have been included
in such Order.
Unfortunately this amendment of the law does not materially
affect the issue in the majority of cases as the powers conferred
fall short of those contained in the private Acts which have been
obtained by two Metropolitan Borough Councils, notably Woolwich.

The total number of plans of proposed drainage work deposited during 1928, as compared with 1927, was as under:—

In eleven cases work to drains and sanitary fittings was found
to have been carried out without notice having first been given
or plans submitted to the Council in accordance with the requirements
of the drainage bye-laws.
These cases were reported to the Health Committee, and in
the majority of instances explanations having been tendered by
the builder responsible the Committee ordered the offender to be
cautioned.
