the Council are only responsible in the case of factories for the supervision
of sanitary accommodation. From the records in the
Health Department, these premises were a workshop up to 1924,
when, on the introduction of mechanical power, they automatically
passed to the supervision of the Home Office Inspector as a factory.
It will be noted that it was in 1926 that the first of the series of
deaths amongst the workers occurred, and it was only gradually,
as stated at the inquest, that the precautionary measures,
which are not even yet complete, were carried out. I note in the
evidence given by the Home Office Inspector that he is stated to
have said: "I visited the place in 1926 before it became a factory."
As already mentioned, the record in this Department shows that it
became a factory on the 1st August, 1924.
