New Furnaces.
Section 3 requires that new furnaces, not used mainly for domestic
purposes and exceeding a specified capacity, shall be, so far as is
practicable, smokeless. Any person installing such a furnace must give
prior notice to the Council and may submit detailed plans and
specifications for approval before the work of installation takes place.
During the year, forty-seven notifications were received. These
applications were approved.
Variation Order - Chelsea No, 2 (Hans Town Ward) Smoke Control Order, 1962.
The Chelsea No. 2 Smoke Control Order contained a schedule listing
certain buildings which were exempt from its provisions as they were
intended to be part of the proposed Knightsbridge Green Redevelopment
Area. This development has now been abandoned. Part of its area will
be subject to the provisions of the Brompton and Queen's Gate Smoke
Control Order, 1967, but, in order to ensure that the remainder of the
area is subject to a Smoke Control Order, the Schedule contained in the
Chelsea No. 2 Smoke Control Order was revoked by a Variation Order.
This Variation Order comes into operation on 1st January, 1969.
Smoke Nuisances.
During the year, 43 complaints of smoke nuisance were received and
15 formal smoke observations were carried out. Remedial measures in all
cases were secured without resorting to legal proceedings.
Routine Measurement of Atmospheric Pollution.
There are four premises in the borough where apparatus has been
installed for measuring atmospheric pollution. The readings obtained by
the Council are forwarded to the Warren Spring Laboratory, where they
are converted by computer into the figures shown in the following table.
The table covers the twelve-month period up to and including the latest
figures obtained from the laboratory when this report was prepared:-
