During the year, one second-hand oil heater was purchased from a
street trader and submitted for examination. It was found to comply with
the requirements of the Regulations.
ToyS.
During the year, a complaint was received in respect of a child's
soft toy, from which the end of a piece of wire was found to protrude.
This was found to be common to the manufacture of this article and,
although it did not contravene the Toys (Safety) Regulations, the
importers, on being approached informally, agreed to discontinue the sale
of the toy.
ATMOSPHERIC POLLUTION.
Smoke Control Areas.
During the year, the Council decided to make a Smoke Control Order
in respect of the St. Charles Ward (No. 1) Area (map reference No. 12).
The area is that part of the St. Charles Ward bounded on the north
by the centre of North Pole Road, St. Quintin Avenue and Chesterton
Road, on the east by the centre of Portobello Road, on the south by the
centre of Lancaster Road, and on the west by the borough boundary. It
has an area of approximately 160 acres.
The detailed survey showed that the total cost of adaptations will
be approximately £31,810 of which, after deducting Exchequer Grant and
the cost for which private owners will be responsible, the Council will
be responsible for payments amounting to £10,958.12s.0d.
The Order was made on 22nd August, 1968, and was confirmed by the
Minister of Housing and Local Government on 23rd October, 1968. The
date of operation will be 1st October, 1969.
The requirements of the Smoke Control Order extend to the smokeless
ignition of authorised solid fuels and there is little doubt that the
best method of achieving this is by gas.
For those buildings or separately occupied parts of buildings which
are without a gas supply, an exemption may apply so that sticks and
paper may be used for kindling purposes provided an authorised fuel is
used. Provision for such an exemption is included in the Order.
