day" is such day as may be fixed by resolution of the Council,
at least one month after notice has been given in the local
press of the passing of the resolution and of the general
effect of Section 18. The Act gives power to the Council to
make byelaws and provides that the person registered shall
display on his premises a copy of the byelaws and of his
certificate of registration.
These powers are permissive, and in view of the generally
satisfactory standard of hairdressers' and barbers' establishments
in the borough, the Council are satisfied that at the present
time there is no public health need to implement this legislation;
especially as to do so would place an extra burden on the
sanitary inspectors who are short-staffed.

Exhibition
A Health and Civil Defence Exhibition was held in the
Empress Rooms, Royal Palace Hotel, Kensington High Street, from
10th-15th October, 1955.
The Exhibition was open to members of the public from
10 a.m.- 8 p.m. daily (Saturday 10 a.m.- 2 p.m.); the stands
were staffed by members of the public health department, Civil
Defence service, W.V.S., etc.
The opening ceremony was performed by the Rt. Hon. Sir
Hugh Lucas-Tooth, Bt., M.P., Parliamentary Under-Secretary of
State, Home Office, who was introduced by The Worshipful The
Mayor, Councillor Lady Petrie, J.P., L.C.C.
One thousand, six hundred and twelve persons attended during
the week, including several parties of senior school children,
all of whom showed great interest in the various exhibits.
Twenty-two stands (each 10' x 5'6") were provided by the
Ministry of Agriculture, Fisheries and Food, and the allocation
was made as follows :-
Stand 1 - Information Bureau available to
all exhibitors
Stands 2-14 - Civil Defence service, W.V. S.,
and display National Fire Service, St. John
panels at Ambulance Brigade, British Red
end of hall Cross Society, Civil Nursing
Reserve, etc.)
Stands 15-22 - Public health department
The centre of the Exhibition was devoted to some aspects
of the work of the public health department, and included a large
exhibit of the Ministry of Agriculture, Fisheries and Food,
dealing with rodent control work. The Exhibition showed, inter
alia, the work undertaken by the Council in determining the
extent of the pollution of the air of Kensington; home safety
models and exhibits; the use of germicides and disinfectants in
the home, hospitals and catering industry; the rodent control
work undertaken by the Council; models and other exhibits
depicting the care taken in milk production, processing and
handling; a photographic sequence showing the increasing use of
hygienic methods in food handling; a photographic sequence
dealing with the action taken in an outbreak of food poisoning.
