of persons employed in such premises. Certain sections of the Act,
including the requirement to register premises, came into force on the
1st May, and most of the main provisions became operative three months
later on the 1st August. In order to deal with the registration of
premises and the increased volume of administrative work arising from
the considerable number of new inspections which were necessary, the
Council agreed to the establishment of the Public Health Department
being varied to provide for one additional Inspector and one Clerical
Assistant. Full details of registrations received and inspections
carried out during the year are incorporated in this Report.
Mr. S.W, Barker, Deputy Chief Public Health Inspector, retired
on the 26th August after almost 17 years' service with the Borough
Council. He joined the staff of the Public Health Department in
October, 1947, when he was appointed for specific duties under the
Housing Act, 1936, to obtain the repair and improvement of houses in
West Chelsea which had deteriorated due to neglect and war damage. He
was a very capable and dependable officer whose hard work has proved
of great benefit to the Borough, and his colleagues in the Department
join with me in hoping that his well-earned retirement will be long and
enjoyable.
In conclusion, I would like to take this opportunity to pay
tribute not only to the Members of the Council during the past year but
to all their predecessors whom I have had the pleasure to serve since
I was appointed Medical Officer of Health in 1950. I am indeed most
grateful for the help and support they have given me over the years.
I am particularly appreciative of the interest and enthusiasm shown by
the respective Chairmen of the Public Health and Baths Committee, and
their kindness towards me and the staff of the Public Health Department.
I should also like to express my appreciation of the close co-operation
and assistance which has always been so readily forthcoming from the
other Chief Officers and their staffs.
To the present members of my staff, and to the many who have
served with me during the past fifteen years, I would like to extend my
sincere thanks for their loyalty and the valuable services they have
rendered to the citizens of Chelsea. I wish them every success and
happiness in the future.
I have the honour to be
Your obedient Servant,
J.H. WEIR
Medical Officer of Health.
