The Council's Bye-law provides that -
(i) No person being in charge of a dog in any street or
public place and having the dog on a lead shall allow
or permit such dog to deposit its excrement upon the
public footway,
(ii) Any person offending against this bye-law shall be
liable on summary conviction to a fine not exceeding
forty shillings,
There were no prosecutions during the year,
NOISE ABATEMENT

50 complaints concerning alleged noise nuisances were received throughout the year and the following summary sets out the various nuisances dealt with by the Public Health Inspectors:-

All the complaints were thoroughly investigated and our representations
to the various offenders were in the majority of cases received
in a most co-operative manner and every assistance was given in either
reducing the noise or completely abating the nuisance, It will be
observed from the foregoing summary that noise caused by building
operations gave the greatest cause for complaint and usually an
approach to the site contractors resulted in the noise being reduced in
intensity but in a few cases no noticeable improvement could be effected,
In the few cases where complainants were not satisfied with the
action taken by the officers of the Public Health Department, their
rights under private action were explained to them, No cases were
considered suitable for legal action by the Council and no proceedings
were instituted by private individuals,
