NOISE ABATEMENT
48 complaints were received concerning a wide range of noises
some barely noticeable others of considerable volume particularly in
regard to demolition or excavation works on building sites and the use
of pneumatic drills. All complaints were investigated and in the majority
of cases every co-operation was received in either reducing to reasonable
levels or completely abating the noise. In no case was it necessary to
suggest action by the Council but in a few cases complainants were advised
of their rights by way of private action. In a number of cases pneumatic
drills were provided with silencing baffles.
Nuisance from noise is always difficult to assess for what is a
nuisance to one person may have no effect on others, as for instance when
persistent complaints are received from only one resident in a densely
populated area of a noise which must equally affect his neighbours.
Close observation is kept on all new buildings and conversions with
regard to the siting of plant and equipment likely to give rise to noise
and advice is given where necessary.
FOULING OF PAVEMENTS BY DOGS
This problem was again the subject of complaint from a number of
Chelsea residents. If an improvement is to be brought about in an
effort to rid the pavements of this most unpleasant nuisance, complainants
should endeavour to obtain detailed information as to the offenders and
be prepared to appear in Court to give evidence in support of their
complaints. The results of any successful prosecutions under the Council's
Bye-law receive the fullest publicity.
Warning notices continue to be posted on lamp standards throughout
the Borough but due to their deterioration by exposure to the weather have
to be frequently renewed.
The Council's Bye-law provides that -
(i) No person being in charge of a dog in any street
or public place and having the dog on a lead shall
allow or permit such dog to deposit its excrement
upon the public footway.
(ii) Any person offending against this bye-law shall be
liable on summary conviction to a fine not exceeding
forty shillings.
There were no prosecutions during the year.
