SMOKE CONTROL AREA PROGRAMME
The Public Health and Baths Committee reported to the Council
at its February meeting the terms of Circular No. 5/59 received
from the Ministry of Housing and Local Government, which asked
local authorities in "black areas" to consider their domestic
smoke problems as a whole, and to decide on the number of Smoke
Control Orders needed, in what order of priority they should be
made, and how many years it would take to finish the job. The
Minister also asked local authorities to submit a phased
programme for establishing Smoke Control Areas over the next five
years.
As it was anticipated that the Church Ward Smoke Control Order
would become operative on 1st November, 1960, the Committee informed
the Council that future areas should be established in the following
order - Hans Town Ward to become operative during 1962, Royal
Hospital and part Cheyne Wards during 1964, the rest of Cheyne Ward
and the whole of South Stanley Ward during 1966 and North Stanley
Ward during 1968. The Minister of Housing and Local Government
was informed accordingly.
This is the logical sequence for carrying out the work, as it
deals in the first place with the border areas, of Kensington and
Westminster who it is hoped will be taking similar action, and it
leaves until the last the Wards of North and South Stanley where
considerable conversion and redevelopment is taking place, and will
continue during the next few years, resulting in a reduction of the
number of premises which will require attention under the provisions
of any Smoke Control Order.
