So far as Chelsea is concerned, the marked fluctuation
in figures is related to the low numbers involved, which
inevitably produce wide statistical variations. Regard must
also be had to the unpredictable movements of these infants,
many of whom are removed to areas outside Chelsea during the
first year of life.
