"PART III" ACCOMMCODATION
The National Assistance Act, 1948 (Section 21) requires a local
authority to provide -
(a) residential accommodation for persons who by reason of age,
infirmity or any other circumstances are in need of care
and attention which is not available to them; and
(b) temporary accommodation for persons who are in urgent need
thereof, being need arising in circumstances which could not
reasonably have been foreseen or in such other circumstances
as the authority may in any particular case determine.
The London County Council are, for the purposes of the above Act,
the "local authority", and they maintain two institutions as "Part
III" accommodation in this area, viz: 367, Fulham Road, (adjacent to
St. Stephen's Hospital) and 'King's Mead', Dovehouse Street.
It became necessary to arrange for the reception of 17 persons to
'King's Mead' during 1955. No occasion arose for enforced removal
under Section 47 of the National Assistance Act, 1948, as amended by
the National Assistance (Amendment) Act, 1951.
At the same time as transfers are effected to London County
Council premises, the persons concerned, are acquainted with the fact
that their possessions automatically become the responsibility of the
County authorities.
