APPLICATIONS FOR RE-HOUSING
To assist the Council's Property Manager in arriving at a just
consideration of the merits of each application received a "pointing"
system was evolved, and became effective in May, 1953.
As applicable, points were awarded under the following headings:-
Sub-standard accommodations
Ill-health (excepting Tuberculosis);
Tuberculosis;
Overcrowding; and
Other circumstances.
During the year, 121 applications were referred to the Public
Health Department. 94 originated from Chelsea residents, and the
remainder from applicants living in other areas. Each case was
investigated - 77 in connection with ill-health, including Tuberculosis,
and 44 in respect of sub-standard accommodation. Since May, 1953, the
position is as follows:-
Applicants re-housed by the Borough Council 64
Applicants re-housed by the London County
Council 12
Applicants re-housed by other authorities 1
Applicants who secured alternative accommodation
by their own effects 12 89
Of this total, 66 of the cases re-eccommodated had been dealt
with under the heading of "ill-health".
The policy of co-operative examination of each housing application
under the headings mentioned is proving to be mutually satisfying by
virtue of the accelerated period of enquiry and subsequent re-settlement.

Such action resulted in 100 persons being adequately
housed.
At the end of the year, 46 families ware living in overcrowded
conditions and every endeavour is being made to bring about an abatement
of such conditions.
