In May, 1934, a Survey of the Public Health services of the Council
was made by the Medical Inspectors of the Ministry of Health, and in
November, 1934, the Ministry's official report was made to the Council.
The report stated that the Minister was satisfied that a reasonable
standard of efficiency and progress is being maintained by the Council in
the discharge of their functions relating to Public Health. Special
appreciation was expressed in regard to the excellent provision for
Maternity and Child Welfare resulting from the co-operation of municipal
and voluntary effort in the Borough, and, in particular, the outstanding
contribution to the service made by the work done at the Violet Melchett
Infant Welfare Centre. The report concluded with a statement that
the Council should take into early consideration the following points in
connection with particular services, viz.:
(1) the desirability of more frequent inspection of dairy premises
and of houses let in lodgings,
(2) the desirability of making arrangements for investigation of
samples of pasteurised milk as to the presence of tubercle
bacilli, etc.,
(3) the desirability of making arrangements for examination and
treatment of cases of ear disease occurring in children under the
age of 5 years.
Each of these items has now received the attention of the Council and
the necessary arrangements have been duly made.
I have again to express my appreciation of the work of the staff of
the Public Health Department. I should also like to thank the members
of the Public Health, Maternity, Child Welfare, and other Committees
for the support and sympathetic consideration which they have extended
to me, and for their keen attention to the problems which it has been
my duty to lay before them.
Copies of this report have been transmitted to the Ministry of Health,
the Home Office and the London County Council, in accordance with
statutory requirements.
I am,
Mr. Mayor, Ladies and Gentlemen,
Your obedient Servant,
w. h. l. McCarthy,
Medical Officer of Health.
