It must bo clearly understood that this arrangement only affects
the number of carts ordered each day from the Stables; it can have
no effect upon the time occupied in the process of collection.
It will be remembered that, in my memorandum of the 22nd
March last, I published figures which led me to the conclusion that a
forty-eight hours week—judging by the time then occupied—could
be easily carried out if each cart did two loads per day, and the
Council empowered me to order a sufficient number for that purpose.
