It was felt that the following words in bye-law 5 of the bye-laws
made by the London County Council, under Section 16 (2) of the
Public Health (London) Act, 1891, prohibit the emptying in the
streets into the vans or tanks the offensive matter from the receptacles
the lids of which ought not to be removed.
"(5) Every person who shall convey any . . . trade . . .
refuse across or along any footway, pavement, or carriage way shall
use a suitable receptacle . . . and in the case of offensive refuse
so covered as to prevent any nuisance therefrom . . ."
Whilst this report is being written the Committee has under consideration
estimates of the cost of removal and disposal of fish offal
and other offensive trade refuse by the Board. Fishmongers, butchers
and others are being written to, and they are having pointed out the
requirements of the London County Council bye-laws as to any
nuisance arising during removal of refuse, and an enquiry is being
made as to whether they will be prepared to pay the expenses involved
in the provision of properly closed air-tight receptacles and
their daily removal by the Board.
SEWER EMANATIONS.
At the meeting of the Sanitary Committee, held the 27th day of
January, the Committee considered the suggestion of the Vestry of
St. Mary Abbott, Kensington, that the London County Council
should instruct their Engineer to convene a conference of the Surveyors
and Medical Officers of Health in the metropolis to discuss
the subject of sewer emanations and the general question of metropolitan
sewer ventilation, and the Committee recommended the
Board to approve the suggestion and that the Council be so informed.
The following is a copy of the report from the Chief Engineer of
the London County Council:—
