and flushing of all side roads, courts and alleys
(even though private properties), not less than
once a week in the winter, and oftener in the
summer; roads to be repaired when the water
collects and stagnates in holes, e.g.:—Prince's
Square (Commercial Road), Commercial Buildings,
Brad Street, Mepham Street, Little Windmill
Street, Cornwall Mews (entrance), Felix Street,
Lanfranc Street, Mary's Buildings (Tanswell
Street), Johanna Street, Whitgift Street, &c., &c.
2. Periodic inspection, with examination of drains, of
the houses in the Inner Districts (at frequent
intervals), with systematic house-to-house visitations,
including schools—the services of a female
Inspector being requisitioned in connection more
especially with the homes of the poor and Girls'
and Infants' Schools.
3. Cleansing, flushing, repairing, relaying (as required)
of those sewers* or combined systems of drainage,
for the condition of which the Vestry, in the
present state of the law, is liable, together with
attention to the gullies, and the closing of those
ventilating grids (with or without compensatory
ventilation as may be necessary) in narrow streets
which are complained of, and shewn to be real
and persistent nuisances.
4 The securing of open spaces or playgrounds in
the densest portions of the Inner Districts.
* The question as to the state of the Sewers, as a whole, is one that
ran only be settled by systematic opening up (followed by cleansing and
flushing, repairing, etc., as may be necessary), and there is no reason for
attributing any particular outbreaks of disease to them to warrant such a
wholesale order.
