SECTION 4.
HOUSING.
Overcrowding still continues to a greater or less extent throughout
the whole of the Borough. Only cases of a gross character,
i.e. 6 or more persons occupying one room are reported to the Public
Health Committee. Even then the service of the necessary notices
with threats of prosecution, etc., whilst very often causing great
distress to the persons concerned, does not in any way assist them
in obtaining alternative accommodation. It often happens that
these very cases are the ones not desired by any Landlord as Tenants.
This fact was particularly exemplified in the case of a family of
man and wife and 4 children of all ages and both sexes occupying
one cellar room, and after having endeavoured to assist this family
to obtain alternative accommodation in this Council's Housing
Estate and the London County Council's Estate without any good
result, it was then deemed desirable to proceed against the persons
for their default in not removing from the cellar dwelling, and it
was only after the case had been heard in the Police Court and
adjourned from time to time up to a period of 4 months before the
occupants were able to obtain the necessary accommodation elsewhere
and remove from the cellar.
This Council at their meeting in January, 1925, brought forward
proposals to erect 300 houses on the Charlton Park Estate and 100
houses on what is called the 20 Acre Field.
In July it was reported that 98 houses on the No. 3 Section
of the Council's Estate at the rear of Little Heath and Kinveachy
Gardens, Charlton, and 12 Maisonettes at East Greenwich were
completed and occupied.
In December instructions were given for the Ministry of Health
to be approached with a view to their approval being obtained to
the proposal to proceed with a further 120 houses, i.e. 100 on the
Charlton Park Estate and 20 on the Pound Park Site.
The total accommodation provided by the Council since 1920
to the end of the year under review is 472 tenements and houses.
