In regard to Housing matters, it is satisfactory to be able to
report that considerable progress has been made with the Plough
Road Area Improvement Scheme during the year notwithstanding
the difficulties associated with the re-housing of the dispossessed
tenants. This Scheme when completed will be found, as may be
seen from photographs (vide p. 101), of some of the houses prior
to demolition and the new tenements which have replaced them in
Britannia Place, a useful illustration of the value of Slum clearances
and should encourage the Council to press for an extension of this
useful work in other areas of the Borough in which the need is
equally or even more urgent.
It is to be regretted that the serious over-crowding in some
of the lower wards of the Borough has not been to any adequate
extent abated, the lack of housing accommodation at rentals within
the means of those most requiring it being an insuperable barrier
to one of the elementary principles of sanitation and social betterment.
In conclusion it is again my privilege to acknowledge the
support and assistance so generously accorded me by the Mayor,
the Chairman of the various Committees and the members of the
Council. To the Chief Officers of Departments and the Staff of
the Public Health Department my thanks are also due for assistance
always willingly rendered and without which no Medical Officer
of Health could efficiently carry on his duties.
G. Quin LENNANE,
Medical Officer of Health.
