Sanitary Inspectors, and during the year 269 plans were deposited
and approved in relation to 869 new buildings and 220 in respect
of drains which were either partially or totally reconstructed.
In 16 instances claims were received from owners of properties
in the Borough that certain drains on their premises which were
found to be defective, were sewers repairable by the Council, and
in 8 cases these claims were upheld.
The Council during 1938 replaced 499 existing brick road
gullies by pot gullies and installed 39 new gullies.
Sewer Reconstruction Programme.
In connection with the sewer reconstruction programme
adopted by the Council and mentioned in my last Report, 12 sewers
totalling 2,171 yards in length Were reconstructed (hiring 1938.
As this work proceeded an opportunity Was taken of examining
the frontage drains of the houses connected to the sewers concerned,
and in cases where these drains were found to be defective, the
owners were asked to carry out the necessary work of repair
simultaneously with the relaying of the sewers.
Public Cleansing.
This service is under the direct supervision of the Borough
Engineer and Surveyor.
The domestic refuse in most houses is collected weekly, but
in the case of blocks of flats or tenements a more frequent collection
is made.
In April, 1938, the new contracts for the removal of house
refuse and trade refuse were put into operation and tipping into
barges now takes place at Honduras Wharf, Bankside, instead of
at Glengall Wharf on the Surrey Canal.
During the year, contracts were entered into for the supply
of 18 Barrier loading articulated refuse collection vehicles each
of 18 cubic yards capacity, for general use, and two container system
articulated vehicles, with container, for collection of refuse from
flats and hospitals.
Sanitary Inspection of Area.
Tables of work performed by the Sanitary Inspectors appear
at the end of this Section of the Report.
Factories.
On July Ist, 1938, the Factories Act, 1937, came into force.
During the year the Council's inspectors paid 1,310 visits to
factory premises.
