The Public Health (Condensed Milk) Regulations, 1923.
Four formal samples of full cream condensed milk sweetened,
one sample of full cream condensed milk unsweetened, and one
sample of condensed skimmed milk sweetened were submitted
for analysis. All were returned as conforming to the required
composition.
The labels in each instance complied with the requirements.
The Public Health (Dried Milk) Regulations, 1923.
Two samples of full cream dried milk were submitted for
analysis, one being certified to be deficient in milk fat to the
extent of 24 per cent. of the amount that should have been
present, and the other was returned as conforming to the required
composition.
The samples were purchased on different occasions from the
same vendor, and were sold loose from a receptacle containing
the bulk, the article in each instance being placed in a paper bag
without any declaration being printed thereon or on a separate
label.
Proceedings were ordered to be instituted in respect of the
former sample (No. 57), with the result as shown in Table D.
The vendor pleaded as a defence that some full cream dried
milk had been inadvertently placed on top of some separated
dried milk.
The Milk and Dairies (Consolidation) Act, 1915.
A complaint was made to this Department in the early part
of the year by a dairyman registered in this Borough that the milk
consigned to him by a certain firm of farmers was unsatisfactory.
As the place of delivery was outside this Borough, a notice
in writing was sent to the Medical Officer of Health of the Borough
concerned requesting that the authorised officer should take
samples of this milk in the course of transit at the delivery
railway station, in accordance with Section 8 sub-section 3 of the
above Act.
Samples were accordingly taken, one from each of six churns,
dealt with as required by the Sale of Food and Drugs Acts, and a
portion of each sample was submitted to the Public Analyst for
this Borough.
Three samples were returned as genuine and three (Nos. 3, 4
and 5) were certified to have had fat abstracted to the extent of
16, 17 and 20 per cent, respectively.
Proceedings were ordered to be instituted, with the results as
shown in Table D.
