a third of the total number of infant deaths in the Borough, and it
is therefore legitimate to hope that the infantile mortality rate
may continue to fall to a still lower level than at present. The
birth rate also has declined steadily, but I am not prepared to
express an opinion as to whether this should be regarded as a good
or a bad sign from a social point of view.
MATERNITY AND CHILD WELFARE. GENERAL.
For the purpose of the scheme the Borough is divided into
two districts, each of which is under the supervision of a wholetime
lady medical officer. Dr. Telfer has her headquarters at
110 Grange Road, and controls six municipal Health Visitors,
whilst Dr. Plimsoll is at 98 Rotherhithe New Road with four
municipal Health Visitors. The lady doctors also supervise the
work of the voluntary centres in their districts, those within Dr.
Telfer's district being Salomon's Centre, St. George's Hall and the
Central Hall, while Fulford Street Centre is in Dr. Plimsoll's
district. The weeklv time-table of infant clinics is, as follows :—
