V.-PROPAGANDA.
As I have emphasised, not only in previous annual reports,
but in various lectures which I have given and articles I have
written, there is no more important public health matter than the
question of propaganda. By propaganda I mean the education
of the general public in the laws of health. Repressive legislation
has practically gone as far as it is advisable to have it enacted at
present, and further developments can only proceed properly on
the question of general education, with a view to co-operation of
the general population in all health measures.
The staff of the Propaganda Department, under Dr. D. M.
Connan, with the able assistance of Mr. H. W. Bush, has now had
3½ years' experience in this particular branch of work, and they
have embodied this most ably in a small book which has just
been published under the title of "Better than Cure," and those
who desire to get all available information on this subject up to
date, cannot do better than read this little volume.
