Recent Municipal and Sanitary Legislation.
The principal legislation during 1914, affecting Local Governing and
Sanitary Authorities, is embodied in the following Acts, of which I give
a summary:—
education (provision of meals) act.
This Act enables a Local Education Authority, without any application
to the Board of Education, to spend out of the rates such sums
as may be necessary to meet the cost of the provision of food under
Sec. 3 of the Education (Provision of Meals) Act, 1906.
elementary education (defective and epileptic
children) act.
Under this Act the duty devolves upon a Local Education Authority
to provide for the education of mentally defective children over seven
years of age. Such Authority, however, is not obliged to provide board
and lodging unless the Board of Education are satisfied that suitable
provision for a child's education cannot be made in any other way, and
unless the Exchequer pay not less than one-half the cost of conveying
such child to and from school and of educating, boarding and lodging
and medically attending and treating it (including interest on or repayment
of capital raised), nor to establish a certified school for boarding
and lodging mentally defective children unless there are at least fortyfive
children in the area who cannot be otherwise dealt with.
the milk and dairies act, 1914.
Section 1.—Prohibits the sale of milk of any cow which is giving tuberculous
milk, or which is suffering from emaciation due to tuberculosis, or
from tuberculosis of the udder, or from acute inflammation of the
udder, or from any disease liable to infect or contaminate the milk.
The owner shall not be guilty of any offence unless it is proved
that he did not know, and had no reason to suspect that the milk so
sold or exposed for sale was the milk of such a cow.
Section 2.—Gives power to the Local Government Board with the concurrence of
the Board of Agriculture to make Milk and Dairies Orders for:—
(a) the registration with local authorities of dairies;
(b) the inspection of dairies and persons employed;
(c) the prevention of the sale for human consumption or for use
in the manufacture of products for human consumption, of
infected, contaminated, or dirty milk or the milk of a diseased
cow;
(d) the prohibition of the addition of colouring matter and the
prohibition or regulation of the addition of skimmed milk,
or separated milk or water, or any other substance, to milk
intended for sale for human consumption, and the prohibition
or regulaticn of the sale for human consumption of milk to
which such an addition has been made;
