In this connection attention has been drawn to the fact that in
the adjoining Borough of Woolwich the difficulty is alleged to have
been met by the following Section contained in the Woolwich
Borough Council Act of 1905, viz. :—
In the application to the Parish of Woolwich of the
provisions of the Metropolis Management Acts 1855 to 1893
and other enactments applying to London and notwithstanding
anything contained therein or in any Act of Parliament
in force within any part of the said Parish prior to the
first day of November, One Thousand nine hundred, the word
' drain ' shall include any drain constructed before the said
first day of November, One thousand nine hundred, and draining
any group or block of houses by a combined operation,
and the word ' sewer ' as defined by Section 250 of the Metropolis
Management Act, 1855, shall not mean or include any
such drain."
This Council thereupon decided again to approach the London
County Council with a view to their including in their next General
Powers Bill, a clause similar in effect to that quoted above.
Water Supply.—During the year 237 water supply certificates
have been granted under Section 48 of the Public Health (London)
Act 1891, This number includes 232 houses comprising the
Council's Housing Estate at Charlton. Defective water fittings have
been remedied in 41 cases ; 41 water supplies have been reinstated
where the supply had been cut off; water fittings have been amended
in 136 cases ; 4 water supplies have been altered so as to draw
direct from the main ; water supply provided in 2 instances, and
cleansing, repairing and covering cisterns in 12 cases.
