Customs and Inland Revenue Acts.—No applications were
received during the year for certificates under these Acts.
Scavenging.—The up-to-date refuse destructor on the
selective principle, which was foreshadowed in last year's Report,
and which has been under consideration throughout the whole
of the year, has, however, not yet materialised, and the
objectionable practice of dumping refuse on low-lying marsh land
in the Borough has continued. This practice on the part of the
Council has materially tied our hands in dealing with similar objectionable
practices carried out by private individuals, and towards
the end of the year the state of popular feeling on this matter in the
affected neighbourhood became so great that a private individual
