With refereucc to proposal No. 2, the Committee decided that
centralization of activities was desirable, and on 19th June they
informed the Borough Council:—
" (a) That they had had under consideration a report, dated 9th
May, of the Medical Officer of Health, on the working of the
Maternity and Child Welfare Act, and such report had been
circulated to the members of the Council.
(b) That in order to obtain premises capable of housing most of
the activities of the Council, they had instructed the Medical
Officer of Health to approach the owner of certain premises
with a view to obtaining possession of the same."
A further report was presented in due course by the Committee to
the Council as follows :—
" Rosslyn Lodge " Scheme.
" (a) That they had under consideration the question of housing some
of the activities of the Committee on the eastern side of the
Borough in one building, as suggested in the Medical Officer
of Health's report of 9th May, 1919, and, after careful consideration,
were of opinion that the premises known as
" Rosslyn Lodge," Lyndhurst Road, would form a very suitable
centre.
(A) That the Medical Officcr of Health had informed them that
these premises, held on lease from the Ecclesiastical Commissioners
(31 years to run), were used as an Auxiliary
Military Hospital; that they were loaned for the duration of
the War to the British Red Cross Society, and the lessee
would be loth to disturb the Hospital until after Christmas.
(r) That they had viewed the house and grounds and had
ascertained that the house was well and substantially built
and in very fair condition of repair; that the initial items of
expenditure would be the cost of adaptation and ordinary
decorative cleaning ; that the accommodation comprises :—
First Floor. Nine bed rooms, two bath rooms, and three
other rooms.
Ground Floor. Four large rooms, a very large fine
entrance hall, and a suite of very spacious domestic
offices with a conservatory and winter garden as an
annexe.
