FACTORY AND WORKSHOP ACT.
In accordance with the Factory and Workshops Act, I have to
submit a report on its administration in Camberwell.
So far as the number of inspections and the defects found is
concerned, there is no very startling change, except that the number
of the former have gone up with a co-existing decrease of the second.
The work, however, has been more important, for with the return of
normal times, many irregularities of which no notice was taken
during the war are receiving attention.
As already mentioned under the heading of closet accommodation,
the officers have had to visit premises where defects were
alleged to exist by the Factory Inspector. In cases where, in the
opinion of the Inspector, confirmed by my own views, it was not
possible to enforce any alterations, the Committee decided on no
action being taken.
The number of lists sent of outworkers has diminished, but
there is little change in the number of workmen, except a slight
diminution.
Owing probably to the appointment of an additional female
Inspector, the inspections have been greater, with the result that
in 36 cases outwork was found being carried on in unwholesome
premises, compared with 2 in 1919. In each case the appropriate
notices were served.
The number of workshops registered is 2,005, some 200 more
than were in use in 1919, the increase existing mainly in those for
clothing and for the preparation of food.
Underground bakehouses are fewer, some 12 of these being
now used for other purposes.
