form as to be available for the information of the school medical
officer when the child is entered at a school. While the Board do
not expect local authorities at once to initiate complete schemes, it
is important that any partial arrangements that may be made shall
be such as can ultimately form part of a more extended organisation.
The Board are willing to consider applications for grants in
respect of any work falling within the scope of the scheme outlined
in their Memorandum ; such grants will normally amount to half
of the approved expenditure on any of these purposes, but may be
less if the Board so decide.
Grants to institutions of the nature of schools for mothers,
the object of which is primarily educational, which provides training
and instruction for mothers in the care and management of infants
and little children, will be administered by the Board of Education.
Application for grants should be accompanied by an account of the
work undertaken by the authority, and a detailed statement of the
.expenditure incurred, certified by the officer of the local authority
in charge of the accounts.
The above gives in condensed form the substance of the Board's
circular letter. The Memorandum, which sets out in outline the
elements of a complete scheme, I give at the end of this Report.
I assume that your reference includes an instruction to report
as to the desirability of compliance with the Board's letter, by the
formulation of a scheme, complete or in part, for the Borough of
Hackney.
Before proceeding with the consideration of such a scheme, I
think it will be desirable in the first place, to put before the Committee
the facts showing the annual loss of maternal and child life
in the Borough, and to what extent a scheme, such as that proposed,
may be expected in time to reduce this mortality.
