the close of the year. The businesses carried on at the premises where the milk is sold are
indicated below:—

The above premises were inspected on 245 occasions during the year. Eight cases of
scarlet fever were reported on premises where milk was sold; and 4 cases of scarlet fever
and 2 of diphtheria in the families of milk carriers. All due precautions were taken to
prevent the spread of infection, and no ill results were traced to any of the above cases.
Additional powers for the regulation and supervision of milkshops and places where food
is prepared, stored, or sold, are conferred on the Borough Council by the London County
Council (General Powers) Act, 1908—Section 5 of which relates to the registration of milk
vendors, and Section 8 to places where foods of all descriptions are sold.
Much preparatory consideration was necessary before bringing Section 5 into operation.
On December 5th last the Council, on the recommendation of the Public Health Committee,
adopted the policv contained in the following resolutions:—
(a) That all milk vendors be required to provide and use suitable gauze, or other approved
covers, to counter pans and all receptacles for the storage of milk.
(b) That the storage and sale on the same premises of the undermentioned commodities be held
to be incompatible with the storage and sale of milk in a pure and wholesome condition,
to wit:—
Coal and Coke.
Lamp Oils.
Wood, except in bundles, provided the same be not kept in the milk store.
Vinegar and Pickles, except when stored and sold in unopened bottles.
Fish, Meat, Fruit and Vegetables.
(c) That the proprietors of all " general shops " who are now on the Register be informed that,
on and after 1st March next, their names will be removed from the Register of Milk
Vendors if they continue to sell the proscribed commodities.
(d) That in future no person dealing in any of the commodities set out in paragraph (b) be added
to the Register of Milk Vendors.
To give the milk vendors concerned (those keeping "general shops") the operation of
the resolutions was postponed until March of the current year.
Section 8 applies to milk vendors' premises as well as other shops where food is dealt in.
I" or the purpose of this Section, 378 shops and premises were specially inspected during the
year, viz.:—
