hospitals or dispensaries should be utilised, if possible,
to the fullest extent.
Further requirements dealt with suggested preventive
measures, including the complete co-ordination of the
work of the dispensary with the work of the Borough Council
under the Tuberculosis Regulations, 1912, and with
the duties of Medical Officers of dispensaries.
Under the heading of Finance two leading principles
were laid down :
(a) That the Borough Council be regarded as the
providing authority for dispensaries, although such
institutions might be provided at a hospital or by a
voluntary organisation.
(b) That the dispensary shall serve the needs of
the whole community, including insured persons.
The Board expressed the opinion that contributions
of the Insurance Committee in respect of the treatment of
insured persons should be by lump sum payments, subject
to revision on experience, rather than by fees per case.
The Board re-affirmed its intention to contribute to
the cost of dispensary schemes, subject to its own approval
and that of the London County Council.
In these circumstances the expenditure of the
Borough Council will be met as follows:—
(1) The Insurance Committee will pay for the
treatment of insured persons.
(2) After deducting this payment and any other
sums received by way of subscription (if any), the
balance will be met as follows:—
(a) 50 per cent. from the Local Government
Board.
