the Board by the London County Council on the subject
since the date of the Inquiry; nor to the further question
whether this Council may be made acquainted with the
substance, if not the terms, of the report of Major Norton.
I am to add that for many years the Council has
confirmed the opinion of the Medical Officer of Health
for Bethnal Green that the Brady Street area is an
unhealthy area within the meaning of Part I. of the
Housing of the Working Classes Act, 1890, and that
the Council is strongly of opinion that the further postponement
of the discharge of a most important public
duty affecting the lives of thousand of inhabitants of
Bethnal Green should not be grounded upon the mere
possibility of legislative efforts resulting in means of
dealing with the area "in a more satisfactory manner,"
as stated in the resolution of the London County Council.
I am, Sir,
Your obedient servant,
(Signed) C. G. E. FLETCHER.
Town Clerk.
The Secretary,
Local Government Board,
Whitehall, S.W.
HOUSING, TOWN PLANNING, &c., ACT, 1909.
In appendix "T" of Mr. Foot's report will be found
a summary of the action taken by the Special Inspector
appointed to carry out the Act. Mr. Richards is an
energetic and painstaking officer, and I am satisfied that
he has accomplished everything that is possible with the
means at his disposal, but I must confess that I am
dissatisfied with the result of his efforts as procedure
under this Act is both tedious and cumbersome.
