hard brick, properly burnt ballast, or other suitable hard material, well
mixed with cement in the proportion by measure of one part of cement
to not more than eight parts of the other material.
(h) Every such room which is without a tire-place and a flue properly constructed
and properly connected with such fire-place shall be provided
with special and adequate means of ventilation by a sufficient aperture
or air shaft which shall provide an unobstructed sectional area of 54
square inches at the least, and every part of which shall be not less than
six feet above the level of the floor of the room.
(i) Such room shall have one or more windows opening directly into tli3
external air with a total area clear of the sash frames equal to at least
one-tenth of the floor area of the room, and so constructed that onehalf
at least of every such window can be opened and that the opening
may in every cass extend to the top of the window.
A special inspection was made of basement houses in certain selected
streets with a view to ascertain whether any of the basement rooms ware
occupied in contravention of the Act. The following streets were selected
for this inspection :—

The total number of houses inspected was 171. 93 rooms were
found to be occupied in contravention of Section 17 of the Housing,
Town Planning, &c., Act. Of these 93 rooms, 88 were also occupied
contrary to the provisions of the Public Health (London) Act, 1891. The
structural defects and the number of rooms in which the defects were
found were as follows:—
