It is evident that under the National Insurance Act a carefully
designed and co-ordinated scheme dealing with London as a whole will
be necessary. Otherwise there will be much over-lapping and wasted
effort. It remains to be seen whether it will be possible to devise any
scheme which will bring together voluntary charitable associations, and
municipal and State undertakings, in such a manner that each may be
assigned its allotted task, the whole being worked in such close
co-operation as to secure the ultimate aims and objects which the
various constituent bodies have primarily in view.
In Chelsea no provision has so far been made by the Borough
Council for Sanatorium treatment or Hospital accommodation in respect
of pulmonary tuberculosis, nor are portable open air shelters or tents
provided for such cases.
