housed in modern sanitary school buildings, planned and
furnished to meet modern scientific requirements, thousands of
children are permitted to attend schools which are under no sort
of control, and without any guarantee of the fitness of the
premises for the purpose they serve. Frequently one finds
small private houses used as schools, in which it is impossible
to obtain efficient lighting and ventilation, both of which are so
essential to the health of the scholars. There is, I feel confident,
urgent need for the registration of all premises used as private
boarding or day schools, in order that the use of suitable
premises may be ensured, and that periodical medical inspection
may take place, in order to secure the best hygienic conditions
and the healthy environment of the scholars. At the present
time the conditions existing in many such schools must undoubtedly
have a disastrous effect upon the young growing child.
In conclusion I desire to express my appreciation of the
able and valuable assistance I have received from all members
of the staff of the department.
