The tests used by the officers of the London County
Council were the Hydraulic (Water) and the Smoke (or
Chemical)—the former (as already stated) a most severe test
for old drains, and one that few new drains will stand, except
when first laid or newly-reconstructed. It is possible that
the Hydraulic (Water) test applied by the London County
Council officers caused some of the defects afterwards found
in the drains by the Borough officials.
