in or incidental to the making, altering, repairing, finishing or
adapting for sale of any article and to or over which the employer
of the persons there has the right of access or control.
The workshops in Battersea are under the supervision of two
workshops inspectors, one male and one female, who deal with
premises where male and female labour is employed respectively.
