Houses let in Lodgings.
In the Borough of Battersea there are a number of houses let
in lodgings under circumstances which render it desirable in the
interest of public health that they should be registered and inspected
at regular intervals.
By the end of 1908, 123 premises were on the register, and
no additional houses were registered during the year.
The sanitary supervision of these premises is governed by
bye-laws which were revised in 1904, and having been duly approved
by the Local Government Board, are now in force in the
Borough.
Smoke Nuisance.
Emissions of black smoke were reported on 33 occasions during
1909. Twenty-four were reported by the Coal Smoke Abatement
Society, seven by the Council's Inspectors, and two by the
London County Council's. Seventeen preliminary and two statutory
notices were served, but no legal proceedings were taken
during the year.
A Conference took place between the London County Council
(Public Control Committee) and the Borough Councils. At the
Conference the Council was represented by Councillor Raymond
and the Medical Officer of Health.
After discussion the following proposals were adopted:—
(a) That Sec. 24 (6) of the Public Health (London) Act, 1891, which
provides that "Any chimney-pot, being the chimney of a private dwellinghouse,
sending forth black smoke in such quantity as to be a nuisance
shall be a nuisance liable to be dealt with summarily under the Act,"
should be amended by the deletion of the word " black.''
(b) That the word "chimney" in Section 24 (6) should be deemed
to include:—
(i.) Openings through which smoke is emitted from buildings
or places in which processes of trade or manufacture are carried on,
and the chimneys of any building or place where furnaces are used
in operations carried on under statutory powers.
(ii.) The chimneys of Government workshops or factories.
(c) That in special cases of nuisance arising under Sections 23 and
24 of the Act, the proceedings in respect of any nuisance may, at the
request of and by agreement with the Sanitary Authority, be taken by
the London County Council in such special cases.
