As a result of Mr. Edmond's efforts a small Association
known as "The Bethnal Green Health Society" was inaugurated,
and has been in existence for some time past.
Without entering into any unnecessary details, it is
sufficient to say here that there is considerable difference of
opinion as to whether the present Health Society possesses a
sufficiently large organisation to deal effectively with the
subject as a whole; and there is a further difference of opinion
as to whether the execution of such work ought to be delegated
to a Society quite outside and independent of the Council or its
responsible officers.
There is undoubtly a strong feeling that as a sort of
official sanction is to be given to a number of persons to enter
the different houses with a view to carrying out certain
directions, the Council either by its Public Health Committee
or by its Medical Officer of Health, should retain the right to
supervise and direct, and to intervene as may be found
necessary.
Moreover it is felt by many members of the Council that
apart from the mere question of supervision the time is now
opportune for considering as to the advisability of amalgamating
under the auspices of the Council certain other matters in
connection with:—
(1). The Mayor's Fund for Necessitous Children.
(2). Duties in connection with Midwifery Cases, and
Infant Mortality.
(3). After-care of Mothers and Infants.
(4). Duties in connection with Phthisis, and secondary
cases of Tubercular Disease, and
(5). Generally how best to deal with the entire question
of Infant Mortality and kindred matters relating to
the health of the Borough.
