STATE OF PAUPERISM.
Paupers relieved—The average weekly number of paupers relieved
in Islington during 1906 was 9,069, as contrasted with 9,224 in 1905, with
8,086 in 1904 and with 8,004 I9°3. The number is also 1,702 above the
average of the 10 years 1896-1905. It can only be said that the return is
satisfactory in so far that it does not exceed that of the preceding year.
The average number of paupers relieved in each year since 1896 has been
as follows:—

Indoor Paupers—The average weekly number of indoor paupers,
inclusive of adults and children, was 4,189, as compared with 4,295 in 1905
and 3,622 in 1904, and with an average of 3,469 in the 10 years 1896-1905.

Outdoor Paupers.—These numbered 4,878, which is a deciease of 51
on the return of the preceding year, when on an average 4,929 were relieved
weekly. In 1904 the number was 4,464, and the weekly average for the
10 years 1896-1905, 3,898. The number of adults relieved was 3,335 as against
3,302 in 1905, so that there was an increase of 33. With respect to children
under 16 years of age, 1,545 were relieved on an average every week, whereas
in 1905 they numbered 1,627. The average weekly number in the preceding
10 years had been 1,355.
Vagrants.—The number of vagrants relieved has averaged only 12 per
week, as against 58 in 1905 and 65 in 1904. The number was also 14 less than
the weekly average of 10 years.
Children Boarded-out.—There were 134 children on an average
boarded out during the year, as against 126 in the preceding year, 122 in 1904,
and an average of 120 in the ten years 1896—1905.
