formerly they were powerless to apply them unless the houses had been first
registered by the Council, which was a cumbrous and dilatory method, and,
therefore one that was never practised.
On the resignation of Inspector Rolfe, one of the District Inspectors, Mr.
J. J. Jordan, who was an Inspector engaged in the inspection of houses let in
lodgings, was transferred at his own request to the vacated district, and Mr.
T. H. Hancock was appointed to fill his place.
During the year 12,185 visits were paid to these houses, of which 5,787
were to those in the northern part of the borough, and 6,398 to those in its
southern part; while each house on an average received 14 visits.
The houses in Campbell Road continue to be the most difficult to deal
with, because of the character of the tenants, to many of whom dirty and
insanitary surroundings are matters of utter indifference. It is no wonder
therefore, that the Inspector (Bridel) is constantly in evidence there. At one
time there was great difficulty in dealing with the owners of the properties in
this road, but it is satisfactory to find that latterly they are much more
amenable to reason and are less unwilling to execute necessary works, although
still there remains much to be desired. At the same time it must be admitted
that the tenants would try the patience of any man and that to many of them
cleanliness is an unknown quantity
Nuisances Abated. - Altogether 2,211 separate nuisances were abated,
in the course of which it was necessary to execute the following works
