Council would possess no power to enforce them. Indeed the only way this
could be effected would be for Parliament to amend the Factory and Workshops
Act by a short Act, prohibiting the use of bakehouses for any purpose
other than that of baking, and also to specify the periods at which they should
be cleansed. At the same time it would be well to endow the authorities with
power to deal with their state as regards the cleanliness of the troughs and
vessels used in connection with the trade. Until this is done, it is impossible
to prevent owners from using their bakehouses for purposes other than baking,
or to keep their troughs and utensils in that state of cleanliness which is so
necessary in the preparation and making of our staple food.
