the owner of a property cannot recover any expenses he may have incurred in
doing work under an intimation notice if it should be proved afterwards that the
combined drain was really a drain or sewer repairable by the Sanitary Authority.
In Islington this ought not to be the case, because it has not been the practice of
the Council to take advantage of this decision, but on the contrary, if it were
proved that the combination was a sewer, to pay a reasonable amount, viz.:—
the Borough Engineer's valuation—for the work that has been done.
This delay has in the great majority of the cases proved to have
been of no value to the owners, for by far the greater number of the drains
that have been dealt with were found to have been single drains, or
drains which had been duly sanctioned by the former Sanitary Authority
of the Parish.

The following is a synopsis of the visits and places visited by the district Inspectors during the year.

,,Notices Served.—5,303 intimation notices were served by the Inspectors,
of which 5,218 were delivered by themselves personally either at the owners'
private addresses or at the houses that had been inspected, and 85 were
forwarded by post. In addition to these, 3og statutory notices were served by
order of the Public Health Committee, of which 96 were served personally and
213 by registered post.
Anonymous Complaints.—It is a matter of regret that so many
anonymous communications are received by the sanitary authority, foralthough
undoubtedly many of them contain substantial complaints, yet there are others
which are written either for vindictive purposes or with the view of obtaining
