The fees ordered to be paid for successful primary vaccination to the
Public Vaccinator were laid down in section 6 of the Act, and were on the
following scale:—
If the station were within a mile of the Doctor's residence, not less
than one shilling and sixpence.
If the station were over 1 mile and less than 2 miles, not less than
two shillings.
If the station were over 2 miles and less than 3 miles, not less than
three shillings.
In London this practically meant that the Public Vaccinators were paid
at the rate of one shilling and sixpence per successful vaccination.
In addition to these fees, they were also entitled to a fee in respect of
every case of successful re-vaccination, amounting to two-thirds of the amount
payable upon each case of successful primary vaccination. From these
Regulations we see:—
1. That the Guardians had to provide stations for vaccination.
2. That the infants were brought to these Stations to be
vaccinated.
3. That the Public Vaccinators had not to travel more than a
short distance in going to their Stations.
4. That arm to arm vaccination was almost universally
practised.
5. That the fee in London was practically fixed at one shilling
and sixpence.
The Act of 1898 abolished vaccination at Stations, for reasons to be
seen later on, and on the 16th September, 1898, the Local Government Board
sent a circular letter to the Clerks of the Guardians, pointing out that " under
the new arrangements for public vaccination contemplated by the Vaccination
Act, 1898, the use of Stations at which public vaccination has hitherto been
performed will be discontinued at the end of the year, except in those cases
where under section 7 of the Act, the Board deem it expedient by reason of
serious risk of outbreak of Smallpox or other exceptional circumstances to
require the Guardians to provide Vaccination Stations."
