INFANTILE MORTALITY.
Of the 1611 deaths recorded during the year, 321 were of infants
under one year of age. During the past ten years the rate has fallen
from 196 to 123 per 1,000 births registered, a decrease of 73 per
1,000; for the year under review the rate was even
lower still, being equal to an annual rate of 103 per 1,000,
which is 20 per 1,000 less than in 1908 and a total decrease of 93
per 1,000 since 1899.

NOTIFICATION OF BIRTHS ACT, 1907.
This Act was adopted by this Council during the year, and after
the approval of the Local Government Board was obtained, came
into operation in the Borough on 27th December, 1909.
The following is a summary of the principal sections of the Act:—-
Section 1 (l) Provides. In the case of every child born in an area
in which this Act is adopted, it shall be the duty of the
father of the child, if he is actually residing in the house
where the birth takes place at the time of its occurrence,
and of any person in attendance upon the mother at the
