but certain individual houses were improved under the provisions of
the Public Health Act, and two of the worst were demolished.
The above facts were reported to the Joint Public Health and
Housing Committee at their meeting on May 28th, 1907, and it was
decided that a sub.committee consisting of three members from
each committee should view the Kilburn Vale area. The subcommittee
made their inspection on June 3rd, and their report was
considered by the Joint Committee on July 9th.
Following the lines of the sub.committee's report the Joint
Committee reported to the Council on July 18th, stating—
(a) That the Joint Committee have had under their careful
consideration the question of the sanitary condition of
that portion of the Borough known as the "Kilburn Vale
Area."
(b) That they have viewed the area in question and instructed
the Medical Officer of Health to make a systematic house.
to.house inspection of the premises therein.
(c) That the Medical Officer of Health has reported that the sanitary
condition of all the premises has been investigated, the
drains tested, and the number of persons inhabiting each
house ascertained; that the total number of premises in
the area is 66, and of persons 318.
(d) That the condition of the area has improved since it was
reported to the London County Council in 1903, but that
it is generally in a very unsatisfactory condition; that
probably the most effective method of dealing with it
would be by means of a scheme under the Housing of the
Working Classes Act, but that such a scheme would be
costly.
The Committee therefore recommended—
That the defective premises be dealt with individually by means
of notices under the Public Health (London) Act, 1891,
and that the Medical Officer of Health be instructed
accordingly.
The Committee's recommendation was adopted by the Council,
and steps were at once taken to improve the houses on the area.
