practice of some architects to send in elaborate and expensive
plans, but this is quite unnecessary and is not required by the
Bye.laws. Most of the plans submitted to the drainage subcommittee
are very simple and inexpensive drawings. The
plans submitted by one builder who does a considerable amount
of drainage work in Hampstead are prepared by one of his
labourers. It has never been the general practice to insist
upon the deposit of plans where nothing is contemplated but
the fixing of a new apparatus to replace an old one, but only
where the work involves a new pipe or drain.
We have given the whole question our careful consideration
and we are strongly of opinion that it would be inadvisable in
the public interest to alter the Bye.laws in the manner suggested
by the Middle Classes Defence Organisation.
This report was adopted by the Council on July 18th, 1907.
Housing.
In May, 1907, I was instructed by the Housing Committee to
prepare some tables setting out the chief vital statistics of two areas,
one the Netherwood Street area in the Kilburn Ward, the other the
Kilburn Vale area in the Priory Ward. The appended tables were
prepared, which give, for the years 1902.6, the general death.rate,
the phthisis death.rate, and the infantile mortality for each area,
and for the respective wards, the Borough of Hampstead, and the
County of London. The Netherwood Street area comprises
Netherwood Street, Palmerston Road, Kelson Street, Linstead
Street and Lowfield Road. The Kilburn Vale area comprises
Kilburn Vale, Munden Cottages, William Terrace, Providence Place,
King's Cottages, Edward Terrace, and portions of Abbey Lane and
West End Lane. The chief mortality rates relating to these two
areas are given in the following tables:—
