Section IV.
THE SANITARY CONDITION OF THE BOROUGH.
The tabular statements prepared by the Sanitary Inspectors show
that 1,771 separate premises were reported on by them during 1908,375
of this number being with reference to cases of notifiable infectious
disease, and 724 in the course of house-to-house inspections made in
certain of the poorer streets in the Borough.
It has been necessary to take legal proceedings for breaches of the
Public Health (London) Act in respect of four premises only.
Drainage.-During the year 33 new drains for single houses have
been reconstructed in accordance with the London County Council's
drainage regulations.
On the 15th April the Borough Council, on the recommendation of
the Works Committee, resolved " That in all cases where it is necessary
to re-drain premises, the works be carried out under an order of the
Council and under the supervision of the Borough Surveyor, and in cases
transferred from the Public Health Department, immediately the work
is completed, notice be given to the Medical Officer of Health by the
Borough Surveyor, that the order of the Council has been complied with.
In the event of delay occurring in the execution of the works, the
Borough Surveyor do give notice to the Medical Officer of Health."
Under this resolution of the Council the supervision of works of
re-drainage of premises in compliance with notices under the Public
Health (London) Act, which had been exercised by the Sanitary
Inspectors, is now transferred to the Department of the Borough
Surveyor.
Combined Drainage.-Four systems of combined drainage, for
which the owners were responsible, were sanctioned by the Borough
Council in the course of the year. In addition the Borough Council
was called upon in 1908 to reconstruct a system of combined drainage
for Nos. 1 to 8, Belgrave Cottages, Whittaker-street, which was legally
a sewer vested in the Sanitary Authority. The cost of this scheme was
£53 13s. 6d. From 1896 to 1908 inclusive, the sum of £565 has been
expended from the rates on the combined drainage of private property,
equivalent to an annual outlay of £43 10s.
